Background

Vince entered Starfleet in 2366. He did very well at the Acadamy the first year, earning a spot in Red Squad. In 2370 Vince graduated and earned a spot on the USS Saber as a Helmsman. During the Borg action of 2372 Vince distingushed himself and was given an accomandation. In 2372 he was placed on Space Station 125 in Security, where he served until 2373, when the station was attacked by the Dominion. Escaping with 13 other people in a Runabout, he avoided capture.

His next assignment was onboard the USS Defiant as a Tatical officer with the rank of Lieutenant (Junior Grade). During the first three months on the Defiant he earned a name for himself. Before the battle to Retake Deep Space 9 he was placed on the USS Norway where he served until the ships destruction during the first Battle of Chin'toka.

Kelly was promoted to Lieutenant and given a job as aide to Admrial Ross. In 2377 he was placed as Intel officer on Deep Space 15. In 2384 he was promoted to Lieutenant Commander, and given Chief Intelligence position on SB901.

    Commander Vince Kelly, while in Command of the USS Arizona, failed to prevent destruction of the Arizona and failed to make sure everyone was evacuated from the Bridge. Leaving Lieutenant Nugent, Chief Communications officer, Crewman Harper, helmsman, and Ensign Karen Smith. He then struck me and dragged me to an escape pod. I recommend that Kelly be charged with Cowardice and Murder.

    I recommend that Commander Vince Kelly, an able officer be Court Martial for the unnecessary destruction of the USS Arizona, and death of 3 bridge officers. I believe he should be sent and discharged out of Command, and Starfleet.

JAG Investigations have ben carried out on the Charge of Cowardice and Failure to safely evacuate the bridge crew, and destruction of the USS Arizona. Despite a Outstanding Service Record, Commander Kelly has been found guilty of all Charges. It is with the Recommendation of Command, that Commander Vince Kelly be reduced in rank to Lieutenant Junior Grade, and removed as Chief Intelligence Officer aboard SB901.

We take in to account that Vince Kelly at the time specified was mentally unfit for duty. And as such will forced into retirement by next year. He will remain stationed aboard Supply base 901, and is given the job of Aide to Captain Richard Wallace.

Note To CO of Supply Base 901: Lieutenant Jg Kelly is not to be sent or allowed to lead a mission.
