Joanna was raised together with her elder sister Frances in New York City on Earth. Her father left the family when she was 16, which was quite a shock to young Joanna. When she joined Starfleet Academy in 2263 her mother, Abigail Redwine, didn't really understand what her daughter was trying to achieve. Joanna's relationship with her mother was complicated till Abigail died in 2287.
In 2266 Joanna joined the crew of the USS Eagle for her cadet cruise. During her time aboard this ship she took part in missions to the planets Keronia, Tanzaria and Jensen.
The USS Yorktown was Joanna's home for the next 8 years. For two four-year missions Joanna was in charge of the navigation console. In 2273 She was promoted to Lieutenant Commander.
Next Joanna accepted a position as first officer on the USS Reliant. The most remarkable episodes of this time are two missions in which the Reliant ventured into the territory of the Tholian Assembly. The first mission was to establish diplomatic relationships with the Tholians. It turned out to be a failure. The second mission was to recover the logs of a Starfleet ship lost in Tholian space and to destroy all evidence. This one was successful.
After the completion of her tour on the Reliant, Redwine was awarded with the command of the USS Copernicus, a tiny research vessel. The Copernicus' mission was to chart a sector in detail that had been previously explored by a Constitution class starship. The mission turned out to be uneventful until during the third year the Copernicus encountered a rag tag fleet of human refugees fleeing from three huge alien ships manned by cybernetic organisms. It turned out that the aliens had destroyed the refugees' home world and that the chase had already been going on for over a decade. Even though the Copernicus was hopelessly outgunned by the aggressors Joanna managed to lead the refugees safely to Federation territory. The details of this mission are classified and much has been speculated about this mission in recent years. Some historians assume that the ships of the cybernetic beings might have been Borg cubes, other claim that this is highly unlikely.
Redwine's next command was the USS Endeavour, a much larger ship. During the following two years Joanna was building up a reputation of being one of Starfleet's most talented captains. In 2284 Joanna's Endeavour picked up scientist Ken Garret at Science Station Tango Sierra for a warp field experiment. Garret spent 3 months on board and the captain and the scientist fell in love with each other. The couple married in 2285. Joanna resigned her command of the Endeavour two years early and accepted a position as commanding officer of station Tango Sierra so they could be together. In the same year she gave birth to her first child. A second child, Paul, followed in 2286.
Joanna spent almost twenty years commanding space stations and starbases. The accommodations of these large structures were suited much better to raising children than a starship and they were relatively safe.
In 2302 Joanna's daughter Anna died in a transporter accident on Starbase 11. The loss of their daughter caused the greatest crisis of Joanna's and Ken's marriage. In fact the couple chose to separate for a time in 2304, as their other two children had already left home. At the same time Joanna was offered the command of the brand new USS Eagle, one of the most powerful ships of her time. Under the given circumstances couldn't resist this opportunity and accepted the offer. Eagle's five year mission was to explore previously uncharted regions of the beta quadrant.
In 2309 Joanna and her husband moved together again and Joanna, now promoted to rear admiral, took the position of vice head of Starfleet Academy in San Francisco. Not much is know about this episode of Redwine's life. Joanna herself found the opportunity to pass some of her experience on to the next generation of Starfleet officers very rewarding. In 2316 Joanna retired from Starfleet and moved to New York with Kenneth.
After six years Joanna decided that retirement wasn't for her. She spent almost a year searching for a task that suited her. Finally she became the Federation ambassador to the Orion colonies in 2323. Kenneth Garret accompanied her when she took residence in the Rigel System. The Orions were in for a hard time. Joanna relentlessly addressed slavery and piracy issues. By 2329 she had convinced the Federation council to impose strict trade sanctions against the Orion colonies. However by clever political maneuvers and talks behind the scenes the Orions managed to persuade the council to revoke the embargo and dump the unpleasant ambassador. In 2332 a bitter Joanna returned to earth.
Joanna once more had the opportunity be politically active, when she was appointed as Federation High Commissioner of Refugees in 2335. There had always been a constant influx of refugees to the save havens of the Federation. But with several systems annexed by the Cardassian Empire in this decade the steadily increasing number of refugees began to pose a serious problem to the core worlds of the Federation. Redwine invested all her energy into steering the flow of refugees to new colonies, terra-formed planets and to Federation worlds with low birth rates and an over-aged population. Joanna's achievements won her the Federation peace medal in 2342.
In 2343 Joanna retired for good. First she and Kenneth lived in New York once more, then they moved to the planet Sentinel, one of the terra-formed planets inhabited mostly by refugees. In 2369 Kenneth died on Sentinel.
Not much has been heard about Joanna Redwine-Garrett since. The last paragraph of her official files states that she adopted an eight year old boy named Curtis in 2370.
