James was born into a diplomatic family, both his mother and father had been ambassador's aides. His father became the Federation ambassador to Bajor in 2375, soon after the end of teh Dominion war. Because of his background, James always wanted to become a diplomat too and the best way to achieve his goal was to joining Starfleet academy in 2372. During the academy, James discovered an interest in intelligence and realised that with the right intelligence, a diplomat could achieve any goal. He also found himself involved in the early days of the Dominion war when he was serving on a remote Federation station close to the Travis nebula in the Gamma quadrant as part of his second year at the academy. The station was attacked by the Jem'Hadar soon after the war began and James escaped and attempted to re-take the station with the rest of the station crew, several of whom had been in the Bajorian resistance. Their attempts were however futile and they eventually took a small supply vessel and after evading the Dominion forces around the Bajorian wormhole, returned to the Alpah qaudrant, where James went back to the Academy. After graduation from the academy in 2376, he enrolled on the Federation diplomatic course which lasted for two years and included six months assigned as an ambassador's aide. James was very lucky to actually be assigned to the Federation embassy on Bajor, where both his parents were stationed. After graduating in 2378, he was given a position on the USS Challenger, a Galaxy class vessel that was assigned to the Gamma quadrant. James was to be the aide of the Federation Ambassador T'Kern, a Vulcan of some reputation. He served the ambassador for four years, even moving with the Ambassador when he was re-assigned to the USS Castillion. However in 2382, the Ambassador was killed whilst trying to mediate between two warring faction in the Gamma quadrant. For his bravery in attempting to protetct and save the Ambassador, James was given a promotion to Junior Lieutenant and reassigned. James requested a posting on a vessel with no diplomatic ties, wanting to get as far away from the Diplomatic Corps. as possible. He was assigned to the USS Pioneer as their Second intelligence officer. He gained a further promotion to the rank of Lieutenant in 2384, after the Pioneer's involvement in the Briar patch war. However, James had always wanted to be an ambassador one day and was missing life as a diplomat. He made a request to be reassigned to a vessel which would require him to use his diplomatic training. When in July 2385 the USS Taurus lost it's previous intelligence officer, James was reassigned to the Taurus. With his experience of Dominion politics and the Gamma quadrant in general, Starfleet knew that James would be of use to Captain Taybar and he was given full diplomatic status.

James has a very 'straight to the point' attitude to his work and is often marked as being unemotional and remote. However, this couldn't be further from the truth as anyone who has taken the time to get to know him will testify. James has a very good sense of humour and is also very adventurous. His dedication to his work has won him several commendations and he will alway try to be the best person he can be.
