Description
G'kar are bisexual, bipedal, oviparous reptiles with dark brown skin
and dental plates rather than teeth; males and females are almost indistinguishable
from one another to non-G'kar. G'kar are equivalent to Vulcans or Romulans
in terms of physical strength and longevity.
Government
Over 3,000 years ago, the Mulluran Empire conquered G'kar, then a Bronze
Age culture with no political organization beyond the city-state. Prior
to the 24th century, the G'kar homeworld was a protectorate of the Mulluran
Empire, with the Mullurans dominating every aspect of G'kar life. The
native culture and language was suppressed. In the early 2300's a major
uprising prompted the Mullurans to abandon G'kar, the first colony world
the Mulluran Empire had ceded in over 3000 years. Social and political
upheaval eventually resulted in a system of government similar to that
of the ancient Soviet Union on Earth. Political control rests with an
eight-member Central Committee, whose members rotate the position of Premier.
There are marked differences between the Soviet system and the G'kar system:
basic civil liberties are guaranteed, local government is freely elected,
and substantially less central control over the economy exists.
Diplomatic Relations
G'kar has entered into a mutual defense treaty with the Federation and
has applied for Federation membership. The application is still pending.
The Mulluran Empire has never technically signed a peace treaty with the
G'kar, although several other minor worlds in the Briar Patch have exchanged
diplomats with the G'kar and have trade agreements.
Military Assets
1,200,000 troops under arms; enlistment voluntary but contingent upon
full completion of secondary education. The G'kar fleet is hideously understrength,
consisting of only twenty outdated Mulluran-built vessels, and the G'kar
are dependent upon the Federation for logistical support and rapid transport.
Older model Federation vessels are being supplied to the G'kar under terms
of the mutual defense treaty, and the G'kar have implemented a massive
shipbuilding program. In addition, the G'kar have signed a contract with
the Klingon Empire for a squadron of older Vor'cha-class cruisers, with
an expected delivery date in late 2385 or early 2386. Despite the hindrance
of obsolete equipment and an inability to project power outside the Briar
Patch, the G'kar military is exceptionally professional. An estimated
8-9,000 G'kar 'volunteers' are rumored to be receiving Federation support
but this has never been substantiated by independent sources.
Economy
Mainly centrally-directed with some free market aspects. Production goals
are not set by the central committee but independent corporations are
subject to strict government regulation. Principal exports of G'kar include
duranium ore and various agricultural products. The G'kar are extremely
talented agronomists whose services are in great demand amongst impoverished
worlds. The G'kar merchant fleet, though the frequent target of piracy,
is becoming dominant in the Briar Patch trade lanes.

Mullurans

Description
Mullurans are bisexual, viviparous mammals with black hair, skin in varying
shades of gray, and rows of serrated teeth. The average Mulluran lifespan
approximates that of humans or Bajorans. Mullurans have no known telepathic
ability and are comparable in physical ability to humans (with slightly
less physical strength and endurance).
Government
Before 2384, a hereditary monarchy shared power with a legislative body
(the Senato) elected from the noble houses. After the defeat of the Mullurans
in the Briar Patch War of 2383-84, the monarchy fell from favor and was
replaced with a military dictatorship under the leadership of General
A'dal Francona. Francona, whose ideas are modeled after those of 20th-century
Earth fascism (he is said to be a great admirer of Adolf Hitler) has committed
the Empire to a course of complete mobilization for war. All citizens
over the age of puberty are compelled to work in war industries; noncompliance
is punishable by imprisonment at forced labor. Non-Mullurans are subject
to monitoring and detention by the Mulluran Order Police (Orpo), and all
media is strictly censored.
Diplomatic Relations
The Mullurans are one of the leading players in the illegal slave trade
and are rumored to be contemplating a strategic alliance with the Nausicaan
Confederation (q.v.) to facilitate the trade. Several Nausicaan pirate
units serve as privateers in the Mulluran fleet. It is significant that
only the Confederation has the formal diplomatic recognition of the Mulluran
Empire. The Federation, Klingon and Romulan Empires, Cardassian Union,
and Ferengi Alliance still recognize the deposed monarchy as the legitimate
government of the Mulluran Empire as of 2385. There have been rumors to
the effect that the Romulans are seeking to open a dialogue with the Mullurans,
but these are as yet unfounded. Francona has, in various speeches, made
a de facto declaration of war against every other government in the Alpha
and Beta Quadrants. The situation is very fluid, and could change on a
weekly basis.
Military Assets
800,000 regular troops under arms with all citizens over the age of 12
subject to conscription at Francona's decree. The Mulluran fleet, severely
depleted by the Briar Patch War, is being rapidly rebuilt, and many pirate
and mercenary outfits have found employment augmenting the Mulluran forces.
Current fleet assets are approximately 30 major capital vessels supported
by 400 smaller tactical and logistics craft.
Economy
Rapid inflation as a result of the reparations forced upon the Mullurans
was largely responsible for the downfall of the monarchy. Francona since
taking power in early 2385 has nationalized nearly every major industry
and imposed strict price controls. A radical policy of self-sufficiency
has been implemented; with the exception of illegal contraband there are
no significant imports or exports from the Mulluran Empire.

Nipron

Description
Humanoid bisexual bipeds. Long bony ridge extended from crown to the
middle of the nose bridge. Average lifespan is 94 Earth years. Strength
is that of humans. Anatomy is similar to that of humans except for a blue
color blood.
Government
A military coup in late 2384 by Lieutenant General Porkil overthrew the
80-year-long reign of the Science-based government. The coup was brought
about after the Federation threatened to destroy the Nipron Fleet (consisting
of only four 4 ships) for aiding the Mulluran Freedom Fighters in the
capture of three Starfleet officers. The Military was tired of the Science-led
government which brought nothing but suffering to the people for 82 years.
The head of the government, General Porkil, leads a council of 4 Senior
Military Leaders. The Military allows free speech and free press. It is
rather relaxed for a Dictatorship.
Diplomatic Relations
Only two Alpha Quadrant powers recognize the Military-led Government:
Cardassia and Bajor. An ambassador was sent to Earth with a letter of
apology for the kidnapping of the Starfleet officers to try and restore
diplomatic ties.
Military Assets
34,000 Regular Army, 54,000 Reserve Army. Fleet has yet to rebuild but
stands at 3 outdated cruisers, 340 Officers and 890 Enlisted. Cardassia
has sent 12 Galor class vessels, and a team of Engineers to help rebuild
their fleet.
Economy
Largely farming and trading. 82 Years of living under the Mulluran sword
has basically stripped most natural resources. However in early 2385 the
Military colonized a large Class M planet with a large number of resources.

Federation ships are to avoid entering Nipron Space.
War between Nipron and Mullura is imminent.

Smelly
Jelly

Description
Smelly Jelly is a recently discovered lifeform and very little is known
about it. It has been observed to have mimetic abilities. It feeds on
the neuro-electrical energy of other species, and appears to prefer high-stress
environments where neural energy is plentiful. It also has a peculiar
habit of shape-shifting into commonplace items and then pinching people's
bottoms as they pass by.

Tanzarans

Description
Humanoid in appearance, they look no different than Humans. Their differences
lie in their physiology and their unique abilities. All Tanzarans have
the ability to shape-shift, except the women while pregnant. They are
also strong telepaths and empaths. Their physiology is very sensitive
and can be easily disturbed by introducing chemicals which would be harmless
to other species. Tanzarans live very long life spans, ranging from 300
to 500 years. After the devastating attack on Tanzaria by the Eriarti,
many of the Tanzarans, especially the children, were taken back to Earth.
