Admiral William Ross has served the Federation well for many, many years. During the Federation/Dominion War, he was a Vice Admiral in command of the greatest fleet in Starfleet, which included the famous USS Defiant captained by Captain Benjamin Sisko. After the war, Ross was promoted to full Admiral by Fleet Admiral Hanson. Soon after that, Admiral Hanson died from cardiac arrest, and Ross became Fleet Admiral in his place.
